S. 2510 — Service-Disabled Veteran Opportunities in Small Business Act

This section establishes requirements for the Small Business Administration (SBA), in consultation with the Office of Veterans Business Development, to increase federal contract awards to small business concerns owned and controlled by service-disabled veterans (SDVOSBs), including (1) training for covered employees at federal agencies that have not met the government-wide 3% goal for SDVOSB prime contract and subcontract awards (under SBA §15(g)(1)(A)(ii)); (2) guidance and best practices issued not later than 180 days after enactment; and (3) annual reports to Congress beginning one year after enactment listing failing agencies, trainings provided to each, and training content overviews. (As background, §36 of the Small Business Act authorizes sole source and restricted competition contracting preferences for certified SDVOSBs.)
