S. 2532 — Safe Response Act

This section modifies the first responder training grant program by (1) expanding descriptions of eligible drugs or devices from those "approved or cleared" to those "approved, cleared, or otherwise legally marketed" under the Federal Food, Drug, and Cosmetic Act in multiple subsections; (2) striking most references to "opioid" (e.g., changing "opioid overdose" to "overdose" and "opioid and heroin" to "opioid, heroin, and other drug" in one provision) to broaden the program beyond opioid overdoses; and (3) increasing authorized funding to $57 million for each of FY2026 through 2030 (from $36 million for each of FY2019 through 2023). (The program provides grants to state, local, and tribal governments to train emergency medical services, fire, and law enforcement personnel on recognizing and responding to overdoses.)
