This section directs the Administrator of the United States DOGE Service to submit to the appropriate congressional committees and the Comptroller General, not later than 30 days after enactment, a full accounting of all federal agencies where agency DOGE teams—as defined in Executive Order 14158 (90 Fed. Reg. 8441; relating to establishing and implementing the President's Department of Government Efficiency)—or individuals acting on behalf of or at the instruction of the United States DOGE Service or such teams accessed agency computer systems, networks, data, or information.
This section directs the Comptroller General of the United States to commence, not later than 60 days after enactment, a comprehensive audit of federal agency computer systems and networks accessed by the United States DOGE Service, U.S. DOGE Service Temporary Organization, or affiliated employees, volunteers, or agency DOGE teams to identify security vulnerabilities or bugs in software installed, created, or modified by those entities. The audits must prioritize the Social Security Administration, Department of Health and Human Services (including the Centers for Medicare & Medicaid Services), Department of the Treasury (including the Internal Revenue Service), with initial results reported to appropriate congressional committees and agency heads not later than one year after enactment and final results for other selected agencies reported not later than two years after enactment, including recommendations for legislation or administrative action. Agency heads must, not later than 90 days after receiving an audit report, fix identified vulnerabilities or bugs and report their status to the appropriate congressional committee of jurisdiction.
