S. 2542 — Federal Building Threat Notification Act

This section directs the Director of the Federal Protective Service (FPS), in coordination with the Secretary of Homeland Security, to develop and implement guidance within one year of enactment for emergency communications regarding law enforcement-related events (i.e., events requiring a law enforcement response) for federal tenants in FPS-protected buildings. The guidance requires best practices and protocols for (1) standard operating procedures to timely inform tenants of violent threats in the building or within approximately 150 feet of the perimeter, including all firearm events, other weapons threats, acts or threats of terrorism, and suspicious devices or materials; and (2) safety instructions for immediate or heightened threats. This section requires the designated Facility Security Committee official for each FPS-protected building to implement the guidance and directs the FPS Director to confirm that each relevant department or agency has such a designated official, consistent with Interagency Security Committee guidelines. It further requires the FPS Director to ensure federal tenants can respond to law enforcement-related crises and to conduct periodic testing. This section requires the FPS Director, within one year of enactment and in coordination with the Secretary, to submit to Congress a report (not longer than 10 pages) on the best practices and protocols implemented and to provide a congressional briefing on the report, including any support needed to maintain building safety.
