This section revises the Summer Food Service Program (SFSP)—which reimburses public and private nonprofit sponsors for nutritious meals served to children during summer months when school is not in session—by (1) permitting non-congregate meal service (i.e., meals served offsite or delivered); (2) establishing eligibility for all children; (3) authorizing food service monitoring onsite or offsite; (4) providing reimbursement for meals served to all children (previously limited to children from needy areas or meeting other criteria); and (5) removing an exception related to administrative cost requirements. The section further directs the Secretary of Agriculture to issue or revise regulations as needed and makes conforming changes to payment provisions. (Thus, the program expands beyond low-income areas to serve any child, with greater flexibility in meal delivery and oversight.)
