S. 2562 — Equal Shot Act of 2025

This section defines, for purposes of the Act, (1) "firearm entity" as an entity engaged in the design, manufacture, marketing, distribution, importation, promotion, or sale of firearms, ammunition, firearm or ammunition components, or related accessories and equipment (e.g., scopes, silencers, magazines, holsters, secure gun storage or safety devices, cleaning kits, and range equipment); (2) "firearm entity affiliate" as a sport shooting range, an entity providing firearm instruction, or any other entity affiliated with a firearm entity; and (3) "firearm trade association" as an organization representing a firearm entity or firearm entity affiliate.

This section prohibits the Administrator of the Small Business Administration from adopting any policy, practice, guidance, or directive that discriminates against otherwise eligible applicants for financial assistance under the Small Business Act or Small Business Investment Act of 1958—including loans and loan guarantees—solely because the applicant is a firearm entity, firearm entity affiliate, or firearm trade association.
