S. 2565 — District of Columbia Sister City Integrity Act

This section prohibits the District of Columbia government from entering into Sister City relationships—formal partnerships fostering cultural, economic, and educational exchanges—with jurisdictions in foreign adversary countries (i.e., as defined in 10 U.S.C. 4872(f)(2), currently including China, Russia, Iran, and North Korea). It requires termination of any existing such relationships by the earlier of the relationship's terms or 180 days after enactment. It further prohibits DC from using federal funds for liaison and outreach services to diplomatic and international communities unless DC certifies compliance to the President.
