This section reauthorizes the Weatherization Assistance Program (WAP)—a Department of Energy grant program that funds weatherization of low-income households' homes to reduce energy costs—through FY2030 (from FY2025) and revises related definitions and cost limits as follows: (1) defines a "fully weatherized" dwelling unit as one in which recommended measures from a Secretary-approved energy audit tool or priority list are installed and that has received a final quality control inspection; (2) increases the maximum average federal cost per dwelling unit to $15,000 (from $6,500) and replaces references to weatherized or partially weatherized units with "fully weatherized" units in cost-calculation provisions; (3) increases the additional maximum cost allowance for dwelling units containing elderly or disabled residents to $6,000 (from $3,000); and (4) authorizes the Secretary to exceed the maximum average cost per unit if market conditions require it to achieve program purposes.
