S. 2591 — Ethanol for America Act of 2025

This section requires the EPA Administrator to finalize, within 90 days of enactment, the proposed rule titled “E15 Fuel Dispenser Labeling and Compatibility with Underground Storage Tanks” (86 Fed. Reg. 5094, Jan. 19, 2021). With respect to E15 (i.e., fuel blends with up to 15% ethanol) labeling requirements, the section mandates finalization of the first co-proposal described in the proposed rule. With respect to E15 compatibility for underground storage tanks (USTs), the section (1) deems existing UST systems compliant with E15 regardless of whether owners or operators can locate installation or compatibility documentation; (2) considers steel and fiberglass USTs manufactured after July 2005 and all fiberglass reinforced plastic piping compatible with E15; (3) permits owners or operators who demonstrate compatibility of certain components (e.g., gaskets or seals) with E15 to forgo replacing other equipment for full system compatibility; and (4) requires UST systems storing motor fuel for on-road vehicles—including components (e.g., pipe dopes and sealants) installed or replaced after the rule's effective date—to be compatible with fuel blends up to 100% ethanol. (Thus, the changes expand E15 deployment by easing compliance burdens on existing infrastructure while future-proofing new components for higher ethanol blends.)
