S. 2595 — Saving the Department of Energy's Workforce Act

This section prohibits the Secretary of Energy from initiating or implementing any reduction in force at the Department of Energy or conducting involuntary separations of competitive service employees, career excepted service employees, or career Senior Executive Service appointees—except for cause based on misconduct, delinquency, or performance—until full-year appropriations for the department for FY2026 are enacted. (Thus, the moratorium supplements existing adverse action authorities under federal civil service law.)
