S. 2597 — Saving the Department of the Interior's Workforce Act

This section prohibits the Secretary of the Interior from initiating or implementing any reduction in force (RIF) or conducting an involuntary separation of employees in the competitive service, career employees in the excepted service, or career Senior Executive Service (SES) appointees at any Department of the Interior agency or bureau until full-year appropriations for the department for FY2026 are enacted into law, except for cause based on misconduct, delinquency, or performance. (RIFs are formal procedures under 5 U.S.C. ch. 35 for employee separations due to lack of work or funds; this moratorium supplements other adverse action authorities under 5 U.S.C. ch. 75.)
