This section establishes the Artificial General Intelligence Steering Committee within the Department of Defense (DoD), to be created by the Secretary of Defense not later than April 1, 2026. The committee is co-chaired by the Deputy Secretary of Defense and Vice Chairman of the Joint Chiefs of Staff and consists of senior DoD officials—including the vice chiefs of the military services and National Guard Bureau; under secretaries for acquisition and sustainment, research and engineering, intelligence and security, and the comptroller/chief financial officer; the Chief Digital and Artificial Intelligence Officer; and representatives from military departments, defense innovation centers (i.e., regionally based networks of private sector, academic, and government institutions fostering technological development), and other DoD elements as determined by the Secretary. The committee must (1) analyze the trajectory of artificial intelligence (AI) models and enabling technologies toward artificial general intelligence (AGI; i.e., AI systems potentially matching or exceeding human intelligence across most cognitive tasks, distinct from narrow AI for specific tasks); (2) assess adversaries' technological, operational, and doctrinal progress toward AGI; (3) analyze AGI's military applications and implications for DoD; (4) develop a DoD AGI adoption strategy, including ethical and policy guardrails, required resources (potentially via novel funding mechanisms such as purchase commitments, financing, loans, or loan guarantees), measurable goals, and public-private partnership mechanisms; and (5) analyze adversarial AGI threats and develop counter-AGI strategies. Not later than January 31, 2027, the Deputy Secretary must submit to the congressional defense committees an unclassified report on these findings (with a possible classified annex), with the unclassified portion publicly available. This section sunsets on December 31, 2027.
