S. 2606 — A bill to require the Commander of United States Cyber Command to complete development of a roadmap for industry collaboration on artificial intelligence-enabled cyber capabilities for cyberspace operations of the Department of Defense, and for other purposes.

This section directs the Commander of United States Cyber Command, in coordination with the Chief Digital and Artificial Intelligence Officer of the Department of Defense, the Director of the Defense Advanced Research Projects Agency, the Under Secretary of Defense for Research and Engineering, the Under Secretary of Defense for Acquisition and Sustainment, and the Director of the Defense Innovation Unit, to complete by August 1, 2026, a roadmap for industry collaboration on artificial intelligence-enabled cyber capabilities for Department of Defense cyberspace operations. The roadmap must establish a framework for private sector coordination to integrate advanced artificial intelligence into offensive and defensive cyberspace operations and address the following elements: (1) courses of action for collaborative research and development partnerships with industry; (2) development lines of effort and near-term use cases for such capabilities; (3) strategy and methodology for industry engagement, including contractual mechanisms, security clearance requirements, and evaluation of authorities; (4) implementation objectives, milestones, and pilot program status; (5) technology transition mechanisms; (6) infrastructure requirements and costs; and (7) organizational structure options. This section further requires an initial briefing on the roadmap to the congressional defense committees by November 1, 2026, and annual updates on implementation status during the period beginning with the President's FY2028 budget submission and ending December 31, 2030.
