S. 2621 — A bill to amend the Public Health Service Act to reauthorize support for State-based maternal mortality review committees, to direct the Secretary of Health and Human Services to disseminate best practices on maternal mortality prevention to hospitals, State-based professional societies, and perinatal quality collaboratives, and for other purposes.

This section amends section 317K of the Public Health Service Act (42 U.S.C. 247b-12), which authorizes CDC grants to states for maternal mortality surveillance, including state maternal mortality review committees (MMRCs) that analyze maternal deaths to identify causes and prevention strategies. Specifically, the section (1) requires MMRCs to include obstetricians and gynecologists among clinical experts and revises MMRC duties to prioritize data sources if available and to coordinate with death certifiers to improve death record quality, including cause-of-death amendments; (2) requires CDC, in consultation with HRSA, to disseminate best practices for preventing maternal mortality and morbidity—at least annually—to hospitals, state professional societies, and perinatal quality collaboratives, drawing from other federal maternal health programs; and (3) increases authorized funding to $100 million for each of FY2026 through 2030 (from $58 million for FY2019 through 2023).
