S. 2635 — Transportation Emergency Relief Extension Act

This section prohibits the Secretary of Transportation from requiring any emergency relief project under 23 USC 125 to advance to the construction obligation stage before the last day of the sixth fiscal year after the later of the Governor's emergency declaration or the President's major disaster declaration (with one-year extensions available upon Governor request and additional justified extensions). This section further directs the Secretary to update the Federal Highway Administration's Emergency Relief Manual not later than two years after enactment and every two years thereafter, provide the updated manual to each state department of transportation, and make it publicly available on a departmental website.
