S. 2639 — Military Spouse Entrepreneurship Act of 2025

This section directs the Administrator of the Small Business Administration to establish (or extend an existing program as) a program to assist military spouses in forming, operating, and growing small business concerns (as defined in 15 U.S.C. 632), including through remotely accessible online services. The program shall provide (1) assistance in identifying and understanding requirements for forming and operating a small business concern, including relocation; (2) assistance in strengthening expertise and skills for forming and operating a sustainable small business concern amid military life challenges such as deployments, workforce absences, and relocations; (3) mentorship through partnerships with military spouse entrepreneurship organizations and business volunteer entities; and (4) other assistance determined appropriate by the Administrator. This section further requires the Administrator, in consultation with nonprofit organizations and other stakeholders, to conduct a survey on barriers faced by military spouses (including access to capital, education, mentoring, and training); submit a report with results to the Senate Committee on Small Business and Entrepreneurship and the House Committee on Small Business within 180 days of enactment; incorporate survey results into the program; develop outreach to promote the program; and consult with the Secretary of Defense as needed.
