S. 2667 — West Bank Violence Prevention Act of 2025

This section requires the President to impose sanctions on any foreign person determined to be responsible for, complicit in, or engaged in actions threatening the peace, security, or stability of the West Bank—including violence or threats targeting civilians, efforts to displace civilians through fear of violence, destruction or seizure of property by private persons, or acts of terrorism—as well as leaders or officials of entities involved in such activities, their material supporters, or persons owned or controlled by sanctioned persons. Sanctions include (1) blocking all property and interests in property of such persons that are in the United States, come within the United States, or are in the possession or control of a U.S. person (notwithstanding certain requirements of the International Emergency Economic Powers Act); and (2) rendering such persons ineligible for U.S. visas, admission, or parole, with any current visas revoked immediately and automatically canceling other entry documents. The section authorizes exceptions for U.S. intelligence activities, humanitarian assistance (i.e., agricultural commodities, food, medicine, medical devices), international obligations, and law enforcement objectives; a presidential waiver for national security interests; and termination of sanctions upon presidential certification to congressional committees that the person has ceased the relevant activity or taken significant, verifiable steps to do so.
