S. 2671 — Reproductive Rights Are Human Rights Act of 2025

This section sets forth congressional findings recognizing U.S. international commitments to reproductive rights as human rights—citing treaties such as the International Convention on the Elimination of All Forms of Racial Discrimination, the ICCPR, and the Convention against Torture; UN General Comment No. 36 (2018) on ICCPR Article 6; the 1994 International Conference on Population and Development; the 1995 Beijing World Conference on Women; and WHO Abortion Care Guidelines (2022)—and addressing reproductive coercion, barriers to LGBTQI+ persons and people with disabilities, State Department report omissions, USAID program disruptions, and links to economic empowerment. It expresses the sense of Congress that denials of sexual and reproductive health care access for LGBTQI+ persons and people with disabilities due to specified barriers should be reported in annual Department of State Country Reports on Human Rights Practices.

This section amends annual human rights reporting requirements in the Foreign Assistance Act of 1961—(1) by revising section 116(d)(2) to require the report to describe the status of reproductive rights in each country, including government policies on access to contraception, family planning and sexual health information, maternal health care, sexually transmitted infection treatment, and abortion services or post-abortion care; rates and causes of pregnancy-related injuries and deaths; discrimination, coercion, violence, and obstetric violence against women, girls, LGBTQI+ individuals, and people with disabilities in health care settings; family planning access, barriers, and denial of services for individuals ages 15 through 49; and disparities and accountability measures based on race, ethnicity, disability, sexual orientation, gender identity, or other factors; and (2) by adding section 502B(k) to require a similar description of reproductive rights status in reports on countries receiving security assistance under section 502B(b). (These reports inform Congress's oversight of foreign assistance and support restricted for gross human rights violations.)
