This section designates the short title of the Act as the “Sanctions and Accountability for Non-Compliance and Transparent Investigative Oversight for National Security in the West Bank Act” or the “SANCTIONS in the West Bank Act”.
This section codifies U.S. sanctions under Executive Order 14115 (relating to persons undermining peace, security, and stability in the West Bank), as in effect on January 19, 2025, making them statutory and effective on and after enactment (except as terminated under subsection (c)); reinstates sanctions under that order revoked by Executive Order 14148; and authorizes the President to terminate sanctions applied to a specific person upon notice to the specified congressional committees certifying that the person has ceased the sanctioned activity (or taken significant verifiable steps to do so) and provided reliable assurances against future violations, with notice provided at least 15 days prior (or, in exigent circumstances, no later than 3 business days after termination). (Appropriate congressional committees are the Senate Committees on Foreign Relations and Banking, Housing, and Urban Affairs and the House Committees on Foreign Affairs and Financial Services.)
