S. 2674 — HARPOON Act

This section defines the following terms for purposes of the Act: (1) Commandant, as the Commandant of the Coast Guard; (2) illegal, unreported, and unregulated fishing (IUU fishing), as activities described as illegal fishing, unreported fishing, or unregulated fishing in paragraph 3 of the International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, adopted at the 24th Session of the Committee on Fisheries in Rome on March 2, 2001; and (3) Secretary, as the Secretary of the Navy.

This section directs the Secretary and the Commandant to engage foreign partners to establish joint patrols to enhance counter-illegal, unreported, and unregulated (IUU) fishing efforts, combat transnational crime, and improve regional security. It further requires the Secretary and the Commandant to submit to specified congressional committees—not later than one year after enactment and annually thereafter—a joint report on such engagements that identifies interested regions and countries, describes resource limitations, provides recommendations for effectiveness, assesses ongoing operations, and includes other relevant information.
