S. 2683 — VSAFE Act of 2025

This section establishes a Veterans Scam and Fraud Evasion Officer in the Department of Veterans Affairs (VA) responsible for fraud and scam prevention, reporting, and incident response plans and serving as a central point of contact to direct veterans to relevant resources. The officer must (1) provide communications to VA employees and veterans, families, caregivers, and survivors during fraud incidents; (2) establish guidance on identifying, reporting, and avoiding scams; (3) promote the VSAFE Fraud Hotline, VSAFE.gov, and identity theft resources; (4) develop methods to monitor fraud metrics for reporting, analytics, and trend identification; (5) create training plans for VA employees; (6) coordinate with the VA Inspector General and other federal entities (e.g., IRS, DOJ, CFPB) for whole-of-government fraud prevention; and (7) consult with veterans service organizations and state, local, and tribal governments on scam risks. The section prohibits any increase in VA full-time employees, clarifies it does not limit the VA Office of Inspector General's authority, and makes a conforming amendment to the table of sections for Chapter 3 of title 38, U.S. Code.
