S. 2690 — Safer Truckers Act of 2025

This section establishes an immigration status requirement for commercial driver's license (CDL) applicants by requiring them to be a U.S. citizen or lawful permanent resident or authorized by U.S. Citizenship and Immigration Services to engage in employment in the United States that includes driving a commercial motor vehicle. (As background, 49 U.S.C. §31308 sets minimum standards states must follow when issuing CDLs to operators of commercial motor vehicles, such as large trucks and buses.)

This section requires states, as a condition for Motor Carrier Safety Assistance Program (MCSAP) grants, to (1) issue commercial driver's licenses only to U.S. citizens, lawful permanent residents, or individuals authorized by U.S. Citizenship and Immigration Services for employment including commercial motor vehicle operation; and (2) submit to the Secretary of Transportation, within 180 days of enactment and by December 31 annually thereafter, a report describing state policies and actions to enforce English-language proficiency requirements for commercial motor vehicle drivers under 49 CFR §391.11(b)(2).
