S. 2691 — Rural Microentrepreneur Assistance Act of 2025

This section revises the Rural Microentrepreneur Assistance Program by (1) increasing the maximum microloan amount to $75,000 (from $50,000); (2) authorizing such microloans to cover up to 50% of demolition, construction, or related real estate improvement costs for a project; (3) increasing the federal share of grants to microenterprise development organizations to 100% (from 75%); and (4) reauthorizing the program through FY2030 (from FY2023). (The program provides loans and grants to microenterprise development organizations—nonprofits, qualifying Indian tribes, or public colleges—that deliver training, technical assistance, and microloans to rural microentrepreneurs establishing or operating rural businesses with 10 or fewer full-time-equivalent employees.)
