S. 2693 — Biobased Market Expansion Act of 2025

This section expands federal procurement requirements for biobased products under the BioPreferred program (i.e., designates categories of products composed of renewable biological resources and requires procuring agencies to prioritize them). Specifically, in subsection (a), it (1) requires procuring agencies to annually increase the number or volume of biobased-only contracts from the previous year; (2) adds exceptions allowing agencies to forgo biobased products if priced above a new price preference to be established in program guidelines or if they fail to meet Buy American Act requirements; (3) directs the Secretary of Agriculture to include in guidelines promotion of U.S.-produced biobased products and establishment of such price preferences; (4) strengthens agency reporting on procurement programs to Congress and a public website, including barriers to compliance and unavailable products; (5) requires procuring agencies to train relevant staff on biobased purchasing within two years of enactment; (6) directs the General Services Administration, in coordination with the Secretary, to update federal procurement catalogs to identify eligible biobased products within two years; and (7) requires the Office of Federal Procurement Policy to annually collect, verify, and publicly release agency procurement data. The section further (1) directs the Secretary to encourage purchases of U.S.-produced biobased products in federal recommendations; (2) revises biennial reports to include estimated economic value to agriculture and geographic distribution of biobased facilities; and (3) requires a Government Accountability Office review of program implementation, data adequacy, and improvement recommendations, due to Congress within two years of enactment.
