S. 270 — Natural Disaster Resilience and Recovery Accountability Act

This section establishes within the Office of Management and Budget (OMB) the Commission on Federal Natural Disaster Resilience and Recovery to examine and recommend administrative and legislative reforms to improve the efficiency, effectiveness, and budget funding of federal programs supporting natural disaster resilience and recovery (i.e., weather events such as floods, earthquakes, tornadoes, hurricanes, and ice storms, plus others as determined by the Commission). The Commission comprises 15 members appointed by the OMB Director not later than 120 days after enactment—including one OMB employee (who serves as vice chair) and 14 others (to the extent practicable) representing state, local, and Tribal governments, the private sector, and nongovernmental organizations with expertise in areas such as emergency management, critical infrastructure, transportation, housing, and intergovernmental relations from diverse geographic areas (urban and rural). The Commission must hold its first meeting not later than 240 days after enactment; may hold hearings and receive evidence; is eligible for assistance and information from specified federal agencies (e.g., FEMA, DHS, HUD, Army Corps of Engineers); and may use U.S. postal services. Non-federal members receive travel expenses but no other compensation, while federal members receive no additional pay.
