S. 2705 — Keep Violent Criminals Off Our Streets Act

This section redesignates the application requirements for Edward Byrne Memorial Justice Assistance Grant (Byrne JAG) awards—federal funding to states and units of local government for improving criminal justice systems—as subsection (a) and adds subsection (c) to prohibit such awards, renewals, or extensions beginning in the fiscal year starting on the first October 1 after enactment (and each fiscal year thereafter) to any state or unit of local government with a policy or law that substantially limits cash bail as a potential pretrial condition for every individual charged with a covered offense. Covered offenses include violent or sexual crimes (e.g., murder, rape, sexual assault, carjacking, robbery, burglary, assault) and public disorder crimes (e.g., looting, vandalism, property destruction, rioting or inciting to riot, fleeing law enforcement). (Thus, jurisdictions with broad cash bail restrictions for these serious offenses lose eligibility for Byrne JAG grants.)
