S. 2710 — Open Payments Expansion Act

This section amends the Open Payments program to require applicable manufacturers and group purchasing organizations (i.e., drug and device makers and GPOs) to submit annual reports, starting March 31, 2027, on covered payments (direct or indirect transfers of value) to patient advocacy organizations (i.e., 501(c)(3) tax-exempt entities providing education, advocacy, and support for patients and caregivers with specific medical conditions), including the organization's name and payment amount. It further requires public disclosure of such payments and exempts the requirements from the Paperwork Reduction Act (chapter 35 of title 44, U.S. Code).
