S. 2713 — American Energy Security Act of 2025

This section establishes a grant program under new 49 U.S.C. §60144, administered by the Secretary of Transportation, to assist publicly owned natural gas distribution pipeline systems owned by communities or municipalities in reducing unintentional leaks, pipeline safety incidents and fatalities, and accommodating alternative energy sources. Grants may be used to repair, rehabilitate, or replace pipeline systems or acquire equipment, with awards considering pipeline risk profiles, job creation, benefits to disadvantaged communities, and economic impacts; no more than 12.5% of funds may go to a single utility, and not more than 2% may be used for administrative costs. The Secretary must notify specified congressional committees at least three days before announcing awards and ensure compliance with Title VI of the Civil Rights Act of 1964 and the National Environmental Policy Act of 1969; the program authorizes $200 million annually for FY2026 through FY2029 from general revenues (not user fees).
