S. 2719 — LIFT Homebuyers Act of 2025

This section establishes the LIFT HOME Fund in each Loan Guarantee Agency (i.e., including the Department of Housing and Urban Development (HUD), Department of Veterans Affairs, and Department of Agriculture) to deposit and manage amounts appropriated for the LIFT HOME program, which provides covered mortgage loans to eligible homebuyers for purchasing a single-family principal residence associated with a mortgage assigned a case number on or before December 31, 2027, and subsequently insured or guaranteed by the agency. It authorizes HUD to transfer specified amounts to the Treasury for (1) purchasing securities backed by such covered loans, (2) covering net costs from selling those securities, and (3) related administrative expenses; and allows use of funds as credit subsidy costs (as defined in the Federal Credit Reform Act of 1990) for guaranteeing such loans. It directs the Treasury Secretary, acting for HUD, to purchase and manage such securities (including those guaranteed by Ginnie Mae), designate financial agents, and issue related regulations; requires each Loan Guarantee Agency Secretary to set covered loan pricing terms such that monthly principal and interest payments equal 100-110% of those for a comparable newly originated 30-year agency-insured or guaranteed loan (including mortgage insurance premium or guarantee fee), or other terms to enhance securities liquidity and program participation, and to conduct outreach and counseling; and authorizes HUD to designate additional agents.
