S. 2733 — Duplication Scoring Act of 2025

This section requires the Comptroller General of the Government Accountability Office (GAO), for each bill or joint resolution of a public character reported by any congressional committee (including Appropriations and Budget committees), to assess—to the extent practicable—the risk of creating a new duplicative or overlapping federal program, office, or initiative that would duplicate or overlap with existing areas of federal duplication, overlap, or fragmentation previously identified in GAO's annual duplication and overlap reports (i.e., reports required under 31 U.S.C. 712 note). If such a risk warrants, GAO must identify (1) the name of the new program, office, or initiative; (2) the bill section establishing it; and (3) the GAO report identifying the existing duplicative feature; submit this information to the Congressional Budget Office (CBO) Director and the reporting committee; and publish it on GAO's website. The CBO Director may include the information as a supplement to the CBO cost estimate for the bill under 2 U.S.C. 653, or—if received after the initial estimate is submitted—prepare and submit it later as a supplement to relevant committees. (Thus, the requirement expands duplication screening to all reporting committees, including Appropriations and Budget, which were previously excluded from routine CBO cost estimates.)

This section sets the effective date of the amendments made by this Act as the earlier of (1) 60 days after the Director of the Office of Management and Budget next updates the website listing government-wide information resources, as required by 31 U.S.C. § 1122(a); or (2) the start of a new Congress after one year from enactment.
