S. 2734 — 9/11 Memorial and Museum Act

This section establishes definitions for purposes of the Act, including (1) National September 11 Memorial & Museum, referring to the National September 11 Memorial & Museum at the World Trade Center Foundation, Inc., at the site of the September 11, 2001, terrorist attacks; (2) eligible entity, referring to the 501(c)(3) tax-exempt organization operating the memorial and museum as of the date of enactment; and (3) Secretary, referring to the Secretary of Homeland Security.

This section directs the Secretary of Homeland Security to award a one-time grant of not less than $5 million and not more than $10 million to the National September 11 Memorial & Museum (i.e., the eligible entity) for operation, security, and maintenance, subject to the availability of prior appropriations to the Department's Office of the Secretary and Executive Management and after review of an application against specified criteria within 90 days. In determining the grant amount, the Secretary must consider the entity's needs and commitments related to (1) visitor security and safety; (2) number of visitors; (3) facility preservation and education of future generations; and (4) increasing economically disadvantaged visitors. As conditions of the grant, the entity must provide free admission for active and retired Armed Forces members, registered September 11 first responders, and victims' families; dedicated free public hours at least weekly; and annual federal audits of its financial statements, which must be public. The entity must submit annual reports to designated congressional committees on fund uses, with no additional funds authorized.
