S. 2742 — Protect Consumers from Reallocation Costs Act of 2025

This section prohibits the EPA Administrator from reallocating to other obligated parties (i.e., refiners and importers) any Renewable Fuel Standard (RFS) obligations applicable to a small refinery with an extension of its RFS exemption and requires including that small refinery's gasoline and diesel production volumes in the total volume of gasoline and diesel produced or imported when determining other parties' RFS obligations for the calendar year. (Thus, exempt small refinery volumes count toward the denominator for the national RFS blending percentage—without imposing blending obligations on the refinery—but are not redistributed as additional obligations to non-exempt parties.)
