S. 2746 — Produce Epstein Treasury Records Act

This section directs the Secretary of the Treasury, not later than 30 days after enactment, to submit physical copies of all suspicious activity reports (SARs)—confidential filings by financial institutions under the Bank Secrecy Act for potentially illicit transactions—relating to Jeffrey Epstein, his co-conspirators (indicted or unindicted, including Ghislaine Maxwell, Darren K. Indyke, and Richard D. Kahn), specified third-party individuals and entities (e.g., Les Wexner, J.P. Morgan Chase Bank, N.A., Deutsche Bank, and Les Wexner's family trusts and foundations), and any others identified by Treasury, the Attorney General, FBI Director, or other federal agency heads, to the Chairmen and Ranking Members of the Senate Committees on Finance and Banking, Housing, and Urban Affairs. The section further requires the Secretary to submit two reports to the same recipients: (1) within 30 days, listing all financial institutions that filed such SARs, all flagged individuals and entities, and total transaction dollar values organized by financial institution; and (2) within 60 days, detailing all Treasury investigations (including by FinCEN) into financial institutions' violations of anti-money laundering laws (31 U.S.C. ch. 53 subch. II) or other federal laws related to accounts in those SARs.
