S. 2748 — Make the District of Columbia Safe and Beautiful Act

This section defines terms used throughout the Act, including the appropriate committees of Congress, the District of Columbia Safe and Beautiful Commission, the program developed under section 3(a)(1), and the Secretary of the Interior.

This section establishes a program to beautify the District of Columbia, to be developed by the Secretary not later than 30 days after the date of enactment in consultation with the Attorney General, the Secretary of Transportation, the Mayor of the District of Columbia, the United States Attorney for the District of Columbia, the Administrator of General Services, and other appropriate federal and local officials. The program coordinates maintenance and cleanliness of federal and District facilities, monuments, public spaces, sidewalks, parks, highways, roads, and transit systems, including graffiti removal; restores damaged or defaced federal monuments, memorials, statues, and markers; and encourages private sector participation. The Secretary must submit annual progress reports to the Senate Committees on Homeland Security and Governmental Affairs and on Energy and Natural Resources and the House Committees on Oversight and Government Reform and on Natural Resources, beginning one year after enactment. The program terminates on January 2, 2029.

This section establishes the District of Columbia Safe and Beautiful Commission in the executive branch. The Commission comprises one representative each from the Department of the Interior, Department of Transportation, Department of Homeland Security, Federal Bureau of Investigation, United States Marshals Service, Bureau of Alcohol, Tobacco, Firearms and Explosives, United States Attorney’s Office for the District of Columbia, United States Attorney’s Office for the District of Maryland, United States Attorney’s Office for the Eastern District of Virginia, and such other federal entities as the Chair designates; the head of each entity must designate its representative within 45 days after enactment (or after designation, for additional entities). The President designates a senior official from the Executive Office of the President to serve as Chair within 45 days after enactment; the Chair develops the meeting schedule, designates additional members, and submits a Commission charter to the appropriate congressional committees within 7 days after completion. The Commission recommends and reviews actions to maximize enforcement of federal immigration law in the District of Columbia, monitor sanctuary city compliance, accelerate accreditation of the District’s forensic crime laboratory, support recruitment and retention at the Metropolitan Police Department, expedite concealed carry license processing, revise federal pretrial detention policies, reduce fare evasion and crime in the Washington Metropolitan Area Transit Authority system, and increase federal and local law enforcement presence at the National Mall, monuments, Union Station, and specified parks and parkways. The Commission may coordinate with federal and local officials, including the Metropolitan Police Department, Washington Metropolitan Area Transit Authority, United States Park Police, and Amtrak Police. The Commission submits a report on its activities and recommendations to the appropriate congressional committees and terminates on January 2, 2029.
