§2. Organ Procurement and Transplantation Network
This section amends Organ Procurement and Transplantation Network (OPTN) requirements by (1) expanding the 24-hour service for matching organs to transplant candidates to include information technology services in addition to telephone services; and (2) requiring the OPTN to consider establishing a dashboard displaying transplant numbers and types performed, organs entering the system that failed to be transplanted, and other statistics updated more frequently than annually. The section further authorizes the Secretary of Health and Human Services to collect registration fees from OPTN members (i.e., organ procurement organizations and transplant centers) for each transplant candidate placed on the national waiting list, with such fees available until expended to support OPTN operations; specifies collection and distribution procedures as discretionary offsetting collections subject to appropriation; requires quarterly public posting of fee amounts collected per member and supported activities; and directs the Government Accountability Office to review the fee program and report to specified congressional committees within two years of enactment.
