S. 2753 — Urban Canal Modernization Act

This section adds to the definitions applicable to Bureau of Reclamation extraordinary operation and maintenance work (i.e., major nonrecurring maintenance exceeding 10% of a facility's annual O&M budget or $100,000, performed on transferred works to ensure safe water delivery) a new term "urban canal of concern" (i.e., a transferred works canal reach the failure of which endangers more than 100 individuals, as determined by the Secretary pursuant to guidelines under section 9602(a), and classified as an urban canal reach). It authorizes the Secretary or transferred works operating entity to perform such work on qualifying urban canals of concern, with 35% of costs provided nonreimbursable by the Secretary and the remainder advanced by the Secretary and repaid by the operating entity (except for emergency work under existing terms). It further specifies that reimbursable funds provided under these provisions qualify as a non-Federal source for any federal grant cost-sharing requirement.
