S. 2775 — Measuring the Cost of Disasters Act of 2025

This section directs the NOAA Administrator to establish and maintain a public database and webpage on each billion-dollar disaster occurring annually in the United States (i.e., a storm or severe weather event resulting in $1 billion or more in combined direct costs and market costs, as determined by the National Centers for Environmental Information). For each disaster, the database must include the estimated cost, type, location, dates, and other appropriate information, along with visual graphs and mapping features similar to those produced by the National Centers for Environmental Information from 1980 through 2024 (previously available at www.ncei.noaa.gov/access/billions/ until May 9, 2025); the Administrator must update the database at least biannually using available data and possible collaborations with federal and non-federal partners, may include sub-billion-dollar disasters if appropriate, and must maintain the prior database for archiving and research.
