S. 2776 — A bill to amend the Justice for United States Victims of State Sponsored Terrorism Act to provide rules for payments to Havlish Settling Judgment Creditors.

This section amends the Justice for United States Victims of State Sponsored Terrorism Act (i.e., the law establishing a fund that compensates U.S. persons who are victims of state-sponsored terrorism) to (1) add an exception in subsection (e)(2)(B)(vi) for "Havlish Settling Judgment Creditors"—defined in new subsection (j)(17) as plaintiffs, estates, or successors with eligible 9/11 claims identified as settling judgment creditors in a specified April 16, 2014, order in In re 650 Fifth Avenue (S.D.N.Y.)—that releases their previously withheld escrowed funds under clause (iv), excludes them from the subsection's restrictions, and entitles them to future Fund payments like other eligible claimants; and (2) applies these changes retroactively as if enacted on December 29, 2022.
