S. 2783 — Learn and Serve America Reinvestment Act

This section appropriates, for FY2026 and each succeeding fiscal year and in addition to amounts otherwise available, (1) $40 million to the Corporation for National and Community Service for the Learn and Serve America program (i.e., subtitle B of title I of the National and Community Service Act of 1990, which supports K-12 service-learning initiatives that integrate community service with academic instruction), of which not less than 20% is for part I (school-based service-learning) and not less than 80% is for part II (community-based service-learning); and (2) such sums as necessary to hire at least 10 additional full-time staff at the Corporation to assist with planning, program design, and technology advancements for that program.

This section expands eligibility for grants under the Learn and Serve America program—providing funds for K-12 service-learning initiatives that integrate community service with classroom instruction—by defining "local educational agency" using the Elementary and Secondary Education Act of 1965 definition and adding LEAs (or consortia of LEAs) as eligible recipients in a state. The section also revises special rules to allow a state educational agency to designate a qualified statewide entity (i.e., one with service-learning experience that is community-based, a teacher/youth/student support nonprofit, or the state service commission) to receive and administer funds. Finally, the section modifies the awards process in §112A by (1) limiting formula allotments to state educational agencies, territories, and Indian tribes through FY2025; (2) establishing competitive grants beginning FY2026 to state educational agencies, territories, and Indian tribes (with 2-3% reserved for the Bureau of Indian Affairs); and (3) requiring annual congressional reports on fund allocations by grantee type and uses; with conforming terminology changes throughout the program.
