S. 2789 — Rural Safety Administration Flexibility Act

This section revises highway safety program funding requirements under 23 U.S.C. §402(b) by (1) reducing, for rural states, the minimum percentage of apportioned funds that must be used for activities specified in paragraph (1)(C) to 20% (from 40%), and (2) defining a rural state as any state with population density below the national average (as determined by the most recent decennial Census).
