S. 2795 — FASTER Act

This section repeals the requirement under 49 U.S.C. §44940(c)(3) to treat a portion of TSA aviation security passenger fees ($5.60 per one-way trip originating at a U.S. airport, not to exceed $11.20 per round trip) as offsetting collections credited to the general fund of the Treasury. It revises subsection (f) to deposit all such fees into a separate Treasury account available to the TSA Administrator for aviation security costs notwithstanding the Antideficiency Act (31 U.S.C. §1341(a)(1)) and other fiscal laws (31 U.S.C. §§1341, 1512-1519, 3302), strikes subsection (i), and makes a conforming amendment to subsection (d)(4). (Thus, TSA retains 100% of fee collections to fund passenger screening, Federal Air Marshals, and related security services previously partially offset against appropriations.)
