S. 280 — Global Health, Empowerment and Rights Act

This section provides that foreign nongovernmental organizations are eligible for assistance under part I of the Foreign Assistance Act of 1961 (i.e., U.S. bilateral development assistance programs) notwithstanding other laws, regulations, or policies, as follows: (1) such organizations are not ineligible solely on the basis of health or medical services—including counseling and referral services—provided with non-U.S. government funds, if those services comply with the host country's laws and would not violate U.S. federal law if provided in the United States; and (2) such organizations are subject only to the same requirements on non-U.S. government funds for advocacy and lobbying activities as apply to U.S. nongovernmental organizations.
