This section requires the President to submit a report to Congress not later than 15 days after deploying or using National Guard members at a U.S. location pursuant to chapter 13 or 15 of title 10, United States Code, or any other law or authority (except under the Robert T. Stafford Disaster Relief and Emergency Assistance Act for natural disasters or weather-related events), including (1) the legal basis and goals with supporting evidence; (2) effects on the situation, including Guard-civilian interactions involving violence or threats; (3) reports from local and state law enforcement on such interactions, violence levels, and deployment propriety; (4) estimated total federal costs, including indirect Department of Defense costs; and (5) certification of no interference with Armed Forces disaster response under the Stafford Act.
