S. 2808 — Fertilizer Research Act of 2025

This section directs the Secretary of Agriculture, in consultation with the Administrator of the Economic Research Service, to publish on the Department of Agriculture website, not later than one year after enactment, a report on the U.S. fertilizer industry that includes (1) impacts on the industry affecting prices agricultural producers receive for their products at the farmgate; (2) current size and value of the U.S. fertilizer market and such values over the previous 25 years, including trends and breakdowns by fertilizer type; (3) patterns in fertilizer pricing over the previous 25 years; (4) details on fertilizer importation, including types and quantities imported, importing companies and quantities, countries of origin, and effects of antidumping and countervailing duties on retail prices; (5) an overview of manufacturing, distribution channels, retail levels, transportation, logistics, and supply chain disruptions from natural disasters; (6) a study of industry concentration in U.S. fertilizer companies and any anticompetitive impacts; (7) prices, crop-use efficiencies, and crop yields of emerging fertilizers and technologies (e.g., biological fertilizers) compared to conventional ones; (8) an assessment of the regulatory environment for fertilizer production, distribution, and usage, including areas where regulatory burdens hamper domestic activities; (9) an evaluation of current public price reporting transparency, potential for a Secretary-established fertilizer price reporting mechanism at multiple supply chain levels (daily, weekly, or monthly), and a recommendation to Congress on establishing such a mechanism; and (10) projected U.S. fertilizer market growth and anticipated economic and political risks to production from that growth. The report shall not include confidential business information.
