This section directs the Secretary of Transportation to submit an annual report to the Senate Committee on Banking, Housing, and Urban Affairs and the House Committee on Transportation and Infrastructure on all crime occurring on federally funded transit systems (i.e., those receiving Federal Transit Administration funds under 49 U.S.C. chapter 53 or the Infrastructure Investment and Jobs Act) as reported by transit agencies to the National Transit Database, disaggregated by violent and non-violent crime. The first report is due not later than 90 days after enactment, with subsequent reports due by January 1 each year thereafter.
This section establishes a task force, chaired by the Federal Transit Administration (FTA) Administrator, to provide recommendations for enhancing safety on transit systems. The task force consists of the Administrator and 12 members appointed by the Administrator: (1) leaders of, or designees from, 5 transit agencies with geographical diversity across urban, rural, and suburban areas; (2) 3 representatives of law enforcement agencies; (3) 2 representatives of transit employees from agencies different than those under (1); and (4) 2 representatives of national transit associations. The task force must submit an interim report to Congress within one year of enactment and a final report with recommendations on federal deregulatory, regulatory, or legislative actions to empower stakeholders within two years. The Federal Advisory Committee Act applies to the task force.
