S. 2816 — Stop Sycophants in Government Act of 2025

This section prohibits any federal official, including the President, from administering a political loyalty test to any employee or with respect to any position as an employee, including (1) as a condition of employment or (2) as part of the application process, appointment process, promotion decisions, or contract renewal processes. It defines "employee" as any individual under 5 U.S.C. §2105 (i.e., career civil servants), plus presidentially appointed, Senate-confirmed positions (including heads of the 15 executive departments listed in 5 U.S.C. §101), United States Postal Service employees, and Postal Regulatory Commission employees; and "executive department" as under 5 U.S.C. §101.
