This section establishes an Advisory Committee on Falls Prevention within the Administration on Aging (AOA) of the Department of Health and Human Services to oversee creation and maintenance of an integrated national falls prevention plan, advise the Assistant Secretary on coordinating falls prevention research and services across federal agencies, assess federal falls prevention efforts and U.S. progress, and make related recommendations. The committee comprises (1) federal representatives from 15 specified agencies (i.e., CDC, CMS, IHS, NIH, others) plus one designee; (2) 12 non-federal experts appointed by the Assistant Secretary (e.g., consumer advocates, health care providers, researchers, caregivers); and (3) a Chair appointed by the Assistant Secretary. Members serve 5-year terms, with vacancies filled in the same manner; the committee meets every 4 months beginning 2 months after initial appointments. Not later than 1 year after initial appointments, the committee must report to the Assistant Secretary and Congress an evaluation of federally funded falls prevention programs (e.g., educational, home- and community-based, emergency medical services); recommendations to expand, eliminate, coordinate, or condense such programs; and recommendations for Medicare pilot or demonstration programs under title XVIII (42 U.S.C. 1395 et seq.) covering basic home modifications and evidence-based falls prevention for at least 20,000 beneficiaries, plus a broad payment demonstration model under the Center for Medicare and Medicaid Innovation (42 U.S.C. 1315a).
