S. 2841 — CIVICS Act of 2025

This section revises the requirements for competitive grants to promote innovative, evidence-based American history, civics and government, and geography instruction and professional development—particularly benefiting low-income students and underserved populations—by restructuring and strengthening the criteria that funded activities must meet. Specifically, it requires such activities to (1) show potential to improve student achievement and teaching in those subjects in elementary and secondary schools, (2) demonstrate innovation, scalability, accountability, and a focus on underserved populations, (3) include hands-on civic engagement activities for teachers and students, and (4) include programs educating students about the history and principles of the U.S. Constitution, including the Bill of Rights (previously, requirements (1) and (2) only, with (3) and (4) as optional).
