This section establishes definitions for purposes of protecting covered information in public records, including (1) "at-risk individual" as a Member of Congress, their spouse, parent, sibling, child, or other household member, a designated covered employee of the House or Senate, or a former Member of Congress; (2) "covered information" as home addresses, personal telephone numbers and email addresses, Social Security or driver's license numbers, bank or credit card account numbers, vehicle identifiers, information identifying minor children or their schools/day cares, commute routes, or precise geolocation data (excluding such information in Federal Election Commission filings or candidate qualification records); and (3) "data broker" as a commercial entity that collects and sells personal information about non-customers (excluding news organizations, directory assistance providers, consumer reporting agencies under the Fair Credit Reporting Act, financial institutions under the Gramm-Leach-Bliley Act, HIPAA-covered entities, and similar activities).
