This section terminates the District of Columbia Judicial Nomination Commission (established under section 434 of the District of Columbia Home Rule Act) and makes conforming amendments to vest direct authority in the President to (1) designate chief judges (previously the Commission under section 431(b)); (2) nominate judges for D.C. courts (previously from the Commission's list under section 433(a)); and (3) apply qualifications to nominees without Commission references (under section 433(b)). (As background, the Commission previously recommended nominees to the President for judgeships on the D.C. Superior Court and D.C. Court of Appeals, which handle local D.C. matters; thus, future appointments made on or after enactment will bypass the independent commission.) It also strikes a related D.C. Code provision (§11-1528(a)(2)(C)) and updates the Act's table of contents.
